The Impact of the Administrative Grievance on the Cancellation Lawsuit in the Saudi System

Abstract
Objectives: The study aims to explain the meaning of administrative grievance and cancellation lawsuit, the nature and types of administrative grievance, its importance and benefits, its terms and conditions in the Saudi system, and its impact on cancellation lawsuit. Methods: The study is based on the descriptive analytical comparative approach. By describing the issue under investigation, analyzing its rulings and explaining them, with comparison to the system of pleadings before the Board of Grievances, according to the well-known scientific research methodology in attribution, reference, citation, writing and reasoning. Results: The study was concluded with the results; the most important of which are: that the Saudi system adopted the principle of obligatory grievance before filing a lawsuit, contrary to the general rule in the administrative judiciary, and that the administrative grievance is entitled to a number of benefits, and the appeal period is cut short by cancellation. Conclusions: The study was concluded with a set of recommendations; the most important of which are: that the Saudi system should be modified from adopting obligatory grievances, and that administrative grievances should be assigned to committees independent of the administration to decide on them with truth and justice.
