Legal and Shari’a-based Guarantees for the Protection of Civilians and the Rights thereof in Times of Armed Conflicts and the Role of International and Religious Organizations in this Regard

Abstract
Objectives: The present study aims to identify the legal and Sharia-based guarantees for the protection of civilians in times of armed conflicts and the role entrusted to the international civil, political and religious institutions in the protection of their rights in a world full of conflicts. Methodology: The authors adopted the analytical, descriptive method along with both the deductive and inductive methods as the methodology for the present study. Conclusion: The conclusion presents the most important findings and recommendations which include the following: Islam acknowledged both legal and ethical guarantees for the protection of civilians during armed conflicts centuries before international law ever did while international law, moreover, fails to protect civilians during such conflicts and lacks along with international courts entrusted to oversee the application of international law, a practical, clear and fair mechanism for the application of international law owing to the control of superpowers over the security council and the international institutions.
