Abstract
Objectives: This research aims to achieve specific deterrence through modern punitive treatment, focusing on the rehabilitation of convicted individuals. The research seeks to utilize the period during which convicts lose their freedom to implement a rehabilitation program that contributes to their moral transformation and enhances their awareness of their responsibilities towards themselves and society. Methods: In this study, we will follow a descriptive-analytical approach and a comparative method using a descriptive approach to shed light on legislation and types of crimes. Additionally, the analytical approach will be used as a means of research to reach results by analyzing legal texts, comparing them, and approaching them to find theoretical and practical alternatives that align with the research objectives. Results: The community service system aims to achieve punitive and rehabilitative purposes, including enhancing the range of non-custodial alternatives, contributing to the rehabilitation and reformation of offenders, and reducing the congestion in penal institutions (prisons). Conclusions: In conclusion, community service as an alternative to short-term imprisonment is an effective means through which the convicted can be rehabilitated through their performance without depriving them of their freedom. This is especially relevant with the evolution of criminal studies based on international conventions and written constitutions that aim to humanize punishment, making respect for human dignity an integral part of punitive laws.
