Abstract
Objectives: This study aims to clarify the concept of mandatory insurance, which fundamentally suffers from legislative deficiencies and a lack of definition regarding the legal relationships between the insurer, the insured, and third parties. It also addresses the target group of mandatory insurance and seeks to identify the beneficiaries of mandatory insurance and estimate compensation for damages resulting from traffic accidents. Methods: The study followed a descriptive analytical approach to describe and analyze the legal texts related to mandatory insurance, and it adopted a comparative method by comparing different legal systems. Results: The study reached several conclusions, the most notable of which is that the Jordanian legislator has established numerous compensation controls in the mandatory vehicle insurance system and the decisions issued accordingly, some of which pertain to compensating individuals and others to compensating vehicles. Conclusions: The study recommends that the Jordanian legislator increase the limits of the insurance company's liability, especially in compensating for damages incurred by individuals due to death, permanent and temporary disability, and total or partial incapacity. In addition, despite the increases that have occurred in the liability limits of insurance companies, these increases remain insufficient.
