Abstract
Intellectual capital is an important element in the assets of business organizations in general, and Islamic banking in particular, because of the vital roles it plays under the umbrella of Islamic values, under the constraints of international competitiveness and financial crises known by the financial and banking sector since 2000. However, The growth of Islamic banking in recent years does not in fact reflect the performance of the human resource, which is often characterized by the lack of Islamic solutions to financial transactions and lack of performance, which is reflected negatively on the Islamic banking system as a whole, from this aspect aimed To study the analysis of the factors of human resources lag in Islamic banks and ways of developing them through training and modernization of polarization approaches, university education and the application of the theories of TQM, The study concluded that these solutions are necessary and urgent if any future efficiency is to be achieved in the competitiveness of Islamic banks, and It helps identify the methods of framing human resources when traditional banks turn to Islamic banks.
