Implications of Applying the Policy of Localizing Craft Jobs in Saudi Arabia Impediments to their Application

Abstract
The study aimed to identify the obstacles and implications of applying the policy of localizing craft jobs in the Kingdom of Saudi Arabia. The researcher used the analytical descriptive curriculum. The tool was a questionnaire distributed to a random sample of 100 members of Saudi society in general and young people in particular; extracting results through the use of the statistical package program. The results of the study showed that there is a relationship between the obstacles and challenges of applying localization and crafts since as a result of the economic development plans, the fruits of human development have been characterized by educational, qualification and training programmes, and Saudi workers have acquired educational and training skills. However, these Saudi workers could not face unfair competition on the part of workers arriving for their wage permits, on the one hand, and their willingness to work in environmental working conditions that some citizen workers on the other hand might enjoy. This situation has created unemployment among citizens' workers. It also showed that the expatriate worker is less paid and more productive than his citizen's counterpart. The citizen's worker is highly educated and educated than his or her expatriate counterpart. Nevertheless, entrepreneurs tend to prefer to use of expatriate workers for their use cost licenses and productive efficiency. In the light of the findings, the researcher recommends that emphasis should be placed on individual small-scale enterprises, each employing less than 10 workers, and that they be followed up in the process of localizing jobs in gradual proportions over time that do not compromise their financial balance. Eliminate wage and salary discrimination between citizen and expatriate workers in terms of basic salaries and other allowances.
