Methods of Developing Human Resource Management in Islamic Banks in Gaza Governorates and their Impact on Achieving Total Quality

Abstract
This study aimed to identify methods of Human Resource Management (HRM) in Islamic banks in Gaza Governorates and their impact on achieving total quality. The study population included all employees in Islamic banks in Gaza Governorates (Palestine Islamic Bank, and Arab Islamic Bank) totaling (218) employees. The researcher used Comprehensive inventory method, by which the study sample consisted of (117) employees. The researcher adopted the descriptive analytical approach in conducting the study. The most important results of the study:  The results revealed that the level of developing HR in general was high with a percentage of (81.7).  The results also revealed that the level of applying total quality in general was high with a percentage of (81.4).  There was a direct and statistically significant correlative relation between methods of developing HR in Islamic banks, including its all domains, and total quality.  There was a statistically significant impact of the following methods of developing HR on total quality; (employees training & development, HR planning, selection & recruitment system, performance evaluation) respectively. Those methods/domains explained (88%) of total variance in total quality. The most important recommendations of the study:  Long-term plans for HR should be introduced in participation with heads of departments and sections.  A mechanism for HR planning depending on using scientific tools in organizing and planning of available HR should be set in motion.  Policies of recruiting, selecting, and appointing excellent technicians should be activated in order to contribute to improving the performance of Islamic banks and achieving their objectives in a minimum period of time with less effort and cost.  Coordination between HRM and the rest of departments should be created before specifying current and future needs of HR.  Senior management should share its future aspirations and orientations with all employees, and present them opportunities for taking part in applying the incurred changes, as well as encouraging alteration and constant betterment to achieve total quality.
