Obstacles to the Implementation of the Concept of Electronic Municipalities in Palestine: A Case Study in the Governorates of Nablus, Jinin and Tulkarem

Abstract
This study aims to identify the obstacles to applying the concept of e-municipalities in Palestine: a case study in the governorates of Nablus and Tulkarem. The study also aims at identifying the role of study variables (job title, experience and training courses) The study will be conducted on a random sample of the number of workers in the municipalities of Jenin, Nablus and Tulkarem, where they will reach (243) individuals. The study pointed out that the main obstacles facing the implementation of the electronic municipality are administrative obstacles and legislative obstacles. The study recommended the necessity of enhancing the application of the electronic municipality, as well as maintaining confidentiality between citizens and municipalities, and strengthening municipal work.
