Abstract

The study aims to highlight the impact of legal development on the foreign partnership in the Algeria hydrocarbons sector, through the different stages of the oil industry. This study used several economic indicators specific to the activity of the upstream and downstream petroleum industry (such as the contracts index, the scanning seismic index, the wells discovered index, the refined products index) during the period from 1986 to 2017. The statistics of this study are based on Sonatrach statistical reports as well as the British company BP reports. The study concluded that the opening of the foreign partnership on the different activities of the Algerian oil industry according to the development of the legal framework from the law 86/14 to the law 13/01. They have contributed strongly to increase and developed the technology index used , the discovered wells index for oil fields and gas fields as well as the oil production and refined products index.
