The Impact of Managerial Leadership on Applying Principles of Total Quality Management: Qatar Ministry of Trade and Industry as a Case Study

Abstract
This study aims to identify the impact of managerial leadership on applying principles of total quality management (TQM) at Qatar Ministry of Trade and Industry. To achieve the study objective, the researchers developed a questionnaire consisting of (44) items, distributed among five dimensions. The study population consisted of all employees in the Ministry of Trade and Industry in Qatar totaling around (2000) male and female employees, while the study sample was (252) elements representing (13%) of the population. The researcher then collected the data and used SPSS for analysis. The most important result of the study is as follows: There is a positive and significant statistical impact at the level of significance (α≤0.05) for the application of managerial leadership (strategic planning, organizing, communication, and motivation) on applying principles of TQM (customer focus, continuous improvement, empowerment, and top management committment). While the study came up with the following key conclusion: To enhance and widespread the culture of Principles of TQM in the Ministry of Trade and Industry in Qatar so as to facilitate its application, and convince top management to regard it as a key pillar in institutional context in order to contribute to the success of strategic plans implementation.
