Effective management of material and financial resources and their role in the quality of entrepreneurial project outputs: a comparative applied study on business incubators at the university college of applied sciences and the Islamic university of Gaza – Palestine

Abstract
The study aimed to determine the importance of effective management of the material and financial resources of the entrepreneurial projects and to measure the impact of that on the quality of those projects. The study was applied to the entrepreneurial projects incubated in the period (2015-2019) in both the Technological Incubator at the University College of Applied Sciences UCAS and the Business and Technology Incubator of the Islamic University of Gaza. To achieve the objectives of the study, the methodology of this study was divided into two parts: the first of which is an inductive framework represented in the theoretical framework of the study problem and an exploration of previous studies that dealt with the themes of the study; the second is the deductive aspect of the practical application side through a field study based on conducting the interview and the questionnaire. Using the comprehensive survey method, the researcher distributed (159) questionnaires to entrepreneurs benefiting from the incubators under study. The study was based on the descriptive analytical approach. The study reached a set of results. The most important of which are the following: the effective and sound management of the material resources of the entrepreneurial projects represented all kinds of project assets and the project site. The financial resources represented project financing and project revenues. Those greatly impact the quality of these projects in terms of the project’s ability to expand and to maintain sustainability. It works to save expenditures and increase profit through rationalizing expenditures and increasing revenues. This was measured through the five evaluation criteria that are internationally agreed upon to measure the quality of any project (relevance and suitability criterion, efficiency criterion, effectiveness criterion, impact criterion, sustainability criterion). The results came with a relative weight for all criteria and to a large degree of agreement on the impact of effective management of the material and financial resources of entrepreneurial projects on the quality of those projects. The study presented a set of recommendations, the most important of which involve recommendations for business incubators represented in promoting and supporting the administrative, accounting and marketing aspects of entrepreneurs. Also, there are some recommendations for entrepreneurs that involve taking advantage of every available opportunity to benefit from their projects, as well as recommendations for funding bodies to provide full financial support for entrepreneurial projects. In addition, there are also some recommendations for universities that involve the inclusion of entrepreneurship in educational curricula.
