The Role of the University Administration in Activating E-Learning in Light of the Corona Pandemic: “Somali Universities in Mogadishu as a Model”

Abstract
Objectives: This study aimed to identify the role of university administration in activating e-learning in light of the Corona pandemic in Somali universities in Mogadishu. Methods: This study relied in its methodology on the analytical descriptive approach, and this study was applied to a random sample consisting of (130) lecturers from faculty members in fifteen Somali universities in Mogadishu who practiced e-learning during the crisis of the spread of the Corona virus, and the researchers used the statistical program "SPSS" to analyze the data collected from the study sample. Results: The results of the study showed that the effectiveness of e-learning in Somali universities in Mogadishu during the employment of e-learning during the Corona pandemic in general came with a high degree as it obtained an arithmetic mean (3.68) and a standard deviation of (1.203). As for each variable, the study showed that the variable of reaction and satisfaction of faculty members came in the first place with a high degree with an arithmetic average of (3.717) and a standard deviation (1.185), and the variable of faculty participation and interaction of its members with e-learning came with a high degree with an arithmetic mean (3.694) and a standard deviation (1.208), and the variable of faculty members' achievements came with a high degree with an arithmetic mean (3.638) and a standard deviation (1.197). The variable of familiarity with online learning technology came with a high degree, with an arithmetic mean (3.686) and a standard deviation (1.222). Conclusions: The results of this study are useful for higher education institutions in Somalia in improving the performance of the e-learning system and contribute to the process of preparing appropriate future plans from which e-learning planners in the Ministry of Education, Higher Education and Culture in Somalia start. This study recommends the need for the Ministry to establish regulations and laws for the application of e-learning standards to ensure that all service providers adhere to the regulations and to encourage university faculty members to communicate electronically with students to raise the level of interaction between them and students, which leads to an improvement in the quality of e-learning.
