Challenges of Partnership between the Public and Private Sectors in the School Education Sector and Mechanisms to Overcome them in the Sultanate of Oman

Abstract
The study aimed to identify challenges that prevent the application of partnership between the public and private sectors in the school education sector and the mechanisms to overcome them in the Sultanate of Oman. As well as the educational directorates in six governorates across the Sultanate, which included the administrative functional categories of general managers and their deputies, directors of departments and their deputies, and heads of departments, in addition to educational supervisorsb, school administration supervisors, principals of public and private schools and their deputies, and teachers of both genders. The results showed all challenges in high degrees, topped by the administrative and technical difficulties. The results indicated no differences between all the variables of the study sample in the degree of their appreciation of the level of availability of the challenges of the partnership between the public and private sectors in school education in all its dimensions. Based on the results of the study, several recommendations were presented, most notably: adopting national policies that support the implementation of partnership in light of clear legislation and necessary regulations and adopting a package of administrative and technical measures at the level of the education sector that seeks to provide an attractive environment for private sector investments and their successful employment and raising the level of intellectual and cultural awareness among community institutions to implement partnership projects and create a suitable environment for their success.
